Regional Housing Need Plan

The RHNP covers the cities of Biggs, Chico, Gridley, Oroville, the Town of Paradise, and Butte County. Its purpose is to allocate each jurisdiction its “fair share” of the region’s projected housing needs by income group over a 7.5-year planning period.

The plan promotes a fair distribution of housing so all communities provide opportunities for a mix of housing affordable to every income level. These allocations are planning targets, not construction mandates—they guide local policies and land use decisions rather than require jurisdictions to build a set number of units.

The RHNP is required by State law (Government Code §65584) and is based on countywide housing projections from the California Department of Housing and Community Development (HCD).
