DBE Program

FFY 2024/26 DBE Overall Goal & Methodology

The Butte County Association of Governments (BCAG), which operates Butte Regional Transit (B-Line), has established a Disadvantaged Business Enterprise (DBE) Program in compliance with Title 49, Code of Federal Regulations (CFR), Part 26. As a recipient of federal funding from the U.S. Department of Transportation (FTA), BCAG has committed to fully adhering to these regulations. The DBE Program applies to all FTA-assisted contracts.

BCAG is required to submit a DBE goal-setting methodology every three years and conduct annual reviews to determine if adjustments are needed due to changing circumstances. These reviews are typically completed in June of non-goal-setting years.

BCAG's Overall DBE Goal for FFY 2024/26 is 1.35%.

As part of the goal setting process, BCAG always seeks comment from the public on the availablility of DBEs or non-DBEs in the related market area(s). The current comment period ended on July 7, 2023.

Public participation meetings were held on Monday, June 25, 2023, at 3:00 p.m. and Monday, July 10, 2023, at 1:00 p.m. Unfortunately, no members of the public attended these publicised meetngs or offered any comments in relation to DBE. Links to the recordings of these meetings are available by emailing the DBELO at awhite@bcag.org.
