The 2016 Regional Transportation Plan / Sustainable Communities Strategy (RTP/SCS) specifies the policies, projects, and programs necessary over a 20+ year period to maintain, manage, and improve the region’s transportation system. The Butte County 2016 RTP/SCS covers the 24-year period between 2016 and 2040.  The RTP/SCS is required to be updated every four years.  The RTP/SCS includes an Air Quality Conformity Analysis and Determination, as well as a Program Environmental Impact Report.

PUBLIC WORKSHOPS & HEARINGS 
 
 
Public Workshops: Each round of public workshops consists of presentations made at each of the locations. While workshops are held, BCAG welcomes the opportunity to receive input in any convenient manner to the public, such as by phone, email, fax, mail, or in person. Notices concerning the workshops are placed in the local newspapers of general circulation as well as the BCAG website.
 
Round 4 - Review Draft Regional Transportation Plan and Sustainable Communities Strategy (September 2016)
 
 An open house workshop has been scheduled to review the complete Draft 2016 RTP/SCS document.  A complete hard copy of the various chapters identified above will be available.
Oroville Workshop:  Thursday, September 8, 2016 from 4-6 p.m. at the Oroville City Council Chambers located at 1735 Montgomery St. in Oroville.
Chico Workshop:  Monday, September 12, 2016 from 1-5 p.m. at the BCAG offices (Conference Room) located at 326 Huss Drive, Suite 150 in Chico.

BCAG staff and EIR consultants, Rincon Inc., are hosting  two public workshops in September of 2016 in the City of Oroville and Chico to solicit views from agencies and the public regarding the scope and content of the environmental analysis that will be included in the Draft EIR in. The focus of the 2016 RTP/SCS was to expand on the efforts of the 2012 plan by integrating the new Long-Range Transit and Non-Motorized Plan and incorporating the latest regional growth forecasts.  This approach included an update of the preferred “balanced” land use scenario contained in the 2012 SCS.

Enivornmental Impact Report - 2016 RTP/SCS

A program-level Environmental Impact Report (EIR) has been prepared for the 2016 update of the Butte County Regional Transportation Plan (RTP) and Sustainable Communities Strategy (SCS).  A program EIR is an environmental document that provides a framework for future environmental analysis.  The EIR presents a regional assessment of the RTP/SCS impacts.  Individual specific environmental analysis of each project will be performed by the lead agency prior to each project being implemented.

Butte County Association of Governments - 2016 Regional Transportation Plan and Sustainable Communities Strategy

Notice is hereby given that the Butte County Association of Governments (BCAG) as the lead agency has prepared an Environmental Impact Report pursuant to the California Environmental Quality Act (CEQA) for the 2016 Regional Transportation Plan and Sustainable Communities Strategy (“RTP-SCS”). The 2016 RTP-SCS is intended to guide future transportation projects and to facilitate a land use scenario for the region that is consistent with the requirements of Senate Bill 375 (SB 375).

PUBLIC COMMENT: BCAG is soliciting comments on the adequacy and completeness of the analysis and proposed mitigation measures described in the Draft 2016 RTP-SCS Environmental Impact Report (EIR). You may submit written comments to BCAG prior to the close of public comment which ends on October 18th, 2016, at 4:00 p.m. In addition, you may comment by providing testimony at a public meeting at the BCAG Board Meeting on August 25th, 2016 at 9:00 a.m., at the City of Chico Council Chambers, 411 Main St, Chico, California or at the BCAG Board Meeting on September 22nd, 2016 at9:00 a.m., at the Town of Paradise Council Chambers, 5555 Skyway, Paradise, California.

2016 RTP/SCS - Notice of Preparation of Draft Environmental Impact Report

NOTICE IS HEREBY GIVEN that the Butte County Association of Governments (BCAG) is the lead agency for the preparation and review of the Program Environmental Impact Report (EIR) for the 2016 Regional Transportation Plan (RTP) and Sustainable Communities Strategy (SCS).  Pursuant to section 15082 of the California Environmental Quality Act (CEQA), BCAG is soliciting views from your agency as to the scope and content of the environmental information which is germane to your agency’s statutory responsibilities in connection with the proposed project.  BCAG will accept written comments concerning the scope and content of the EIR from interested persons and organizations concerned with the project.

Public Review and Public Scoping Meetings
The 30-day public review and comment period will commence on September 15, 2015 and conclude October 15, 2015 at 5:00 p.m.  Public comments may be submitted in writing by 5:00 p.m. on October 15 to Brian Lasagna at the address below.

BCAG will hold two public information/EIR scoping meetings. The first meeting will be held on Tuesday September 29, 2015 in the Butte County Association of Governments Conference Room located at 2580 Sierra Sunrise Terrace, Suite 100, Chico, CA 95928, from 4:00 p.m. to 6:00 p.m.  The second meeting will be held on Wednesday September 30, 2015 in the Oroville City Hall Conference Room located at 1735 Montgomery Street, Oroville, CA 95965, from 3:00 p.m. to 5:00 p.m. The purpose of these meetings are to solicit input on the scope and content of the environmental analysis that will be included in the Draft EIR
