Congestion Mitigation and Air Quality - Call for Projects

The Butte County Association of Governments initiated a call for projects for federal Congestion Mitigation and Air Quality Program Funds (CMAQ). Eligible applicants had a master agreement in place with Caltrans. Typical applicants include cities and county, however, joint project sponsorship is allowed. Interested applicants without a master agreement with Caltrans were encouraged to work with the local cities and county for potential projects. New projects were amended into the 2008/09 Federal Transportation Improvement Program (FTIP). The time period for project nominations has passed.

A complete application included completing the "Federal Projects Template" Microsoft XL file application containing four (4) tabs.  The fifth tab is reserved for amendments:
  • Project Information
  • Funding Information  (A minimum non-federal match of 11.47%  is required)   
  • Public Participation and Pre-Nomination Consultation Requirements  
  • Emissions Calculations    
  • Amendment Requests - For projects already programmed only

As a result of being non-attainment for ozone and carbon monoxide, BCAG receives federal Congestion Mitigation and Air Quality (CMAQ) funds to implement projects that reduce vehicle emissions.
 
The purpose of the Congestion Mitigation and Air Quality (CMAQ) Program is to fund transportation projects or programs that will contribute to attainment or maintenance of the National Ambient Air Quality Standards (NAAQS) for ozone and carbon monoxide.
