AMENDMENTS
2007 FTIP Development
| | BCAG is responsible for preparing, adopting and submitting a Federal Transportation Improvement Program (FTIP) to Caltrans, the Federal Highway Administration (FHWA), and the Federal Transit Administration (FTA). The FTIP is a programming document that identifies all regionally significant transportation projects and programs for Butte County that will be funded by federal, state, and local funding sources within the short-term horizon. Projects identified in the FTIP include those for: - streets and roads
- highways
- transit
- safety
- bridge reconstruction
- enhancements
- other programs that receive federal dollars or require some type of federal approval
All FTIP material and amendments are developed in consultation with the appropriate local, state, federal agencies, the public, the BCAG Transportation Advisory Committee (TAC) and BCAG Board as required. | |

| | Amendment #11 (Administrative) FTA 5307 Program. This amendment changes the implementing agency from the City of Chico to BCAG and increases FTA funding from $1.2 million to $1.5 million.
State Approval April 4, 2008 Project Distribution Package to HQ
Amendment #10 (formal). This amendment updates the 2007 FTIP Local Highway Bridge Repair and Peplacement Program. In December 2007, Caltrans updated this list of "lump sum" projects" and has requested BCAG to formally adopt the list and reflect the changes in the 2007 FTIP. All projects are the same, however some programming data has been modified. The specific list of projects is posted below. This amendment is exempt from a regional emissions analysis for conformity.

Amendment #9 (Administrative) CMAQ, SHOPP Roadway Collision and Public Lands Highway Programs. This amendment makes the following changes: - B-Line Farebox Project - Increases funding for the project from $747,312 to $806,586 (7.35%) for supplemental work and equipment required for the project.
- SHOPP Collision Reduction Program - Lump Sum Category. This amendment adds a new project within the "Lump Sum" Category to include EA:03-3E230 Guard Rail on SR 99 (Cohasset to East Ave).
- Forest Highway 171 (SAFETEA-LU). This amendment moves $1 million in SAFETEA-LU funds for the Right of Way component from the 2006/07 federal fiscal year to the 2007/08 federal fiscal year.
State Approval Letter November 30, 2007 Project Distribution Package to Caltrans HQ
Amendment #8 (formal) 2007 FTIP Including Air Quality Conformity. This amendment adjusts the programming to ensure consistency between the 2006 STIP Augmentation; adjust the programming for the FH 171 Project; and to include two new Safe Routes to School projects. This amendment also includes a regional emissions analysis for air quality to incorporate the SR 70 Passing Lane Project. While the project is not capacity increasing, the project is not exempt from a regional emissions analysis. BCAG's Expedited Project Selection Procedures have also been updated to incorporate new fund types by Caltrans. Updated Expedited Project Selection Procedures
Amendment #7 (Administrative) SHOPP Roadway Collision. This amendment is to make a technical correction for local HES funds from $324,000 to $360,000 in local HES funds. State Approval Letter May 3, 2007 Project Distribution Package to HQ
Amendment #6 (Administrative) Town of Paradise Transportation Enhancement Program - Pearson Road Pedestrian Project - Pearson Rd from Skyway to Almond Street (100' west of Black Olive as originally programmed). The purpose of this amendment is to further clarify the project description identified in the original grant application. The scope of the project does not change funding data.
State Approval Letter February 28, 2007 Project Distribution Package to HQ
Amendment #5 (formal) 2007 FTIP & RTP SAFETEA-LU Gap Analysis. The purpose of this amendment is to ensure BCAG's FTIP complies with SAFETEA-LU and the adopted Regional Transportation Plan. This amendment adds a 4th year in the 2007 FTIP to include reasonably expected revenues and projects consistent with the RTP. This amendment also updates Caltrans Local Bridge Program with current revisions and carries forward a a Recreational Trails Program Project that was not authorized in 05/06 into 06/07. Amendment #4 (Administrative) Caltrans - SHOPP Program. Collision Reduction Lump Sum Category. The purpose of this amendment is to adjust the current programmed dollars to reflect a local funding contribution.
State Approval Letter Feb 12, 2007 Project Distribution Package to Caltrans HQ
Amendment #3 (formal) Caltrans / City of Chico Local Section 130 / Grade Crossings Program. The purpose of this amendment is to program $500,000 in Section 130 / Grade Crossing Program funds for the West Sacramento Avenue @ the Union Pacific railroad crossing. The scope of the project is to eliminate hazards at the railroad grade crossing. This is a joint project by Caltrans and the City of Chico. BCAG is also identifying the approved FTA Section 5310 Program by the California Transportation Commission. The BCAG Board is scheduled to adopt this amendment at their January 25, 2007 Board Meeting.

Amendment #2 - (Administrative)l Caltrans SHOPP Collision Reduction Program. The purpose of this administrative amendment is to identify a cost increase in Hazard Elimination and Safety (HES) funds for the SR 70 Ophir Rd to Georgia Pacific project in the 2006/07 federal fiscal year. This amendment programs an additional $360,000 in (HES) funds. No other changes were made.
State Approval 11/03/06 Project Distribution Package to Caltrans HQ
Amendment #1 - Formal B-Line Transit –Regional Farebox System. This amendment programs Congestion Mitigation and Air Quality (CMAQ) funds to purchase a region wide farebox system and equipment for the B-Line Transit System. This amendment programs $662,000 in CMAQ funds for this project.
