2004 Federal Transportation Improvement Program (FTIP) for Butte CountyTop of Page

BCAG is responsible for preparing, adopting and submitting a Federal Transportation Improvement Program (FTIP) to Caltrans, the Federal Highway Administration (FHWA), and the Federal Transit Administration (FTA). The FTIP is a programming document that identifies all regionally significant transportation projects and programs for Butte County that will be funded by federal, state, and local funding sources within the short-term horizon. Projects identified in the FTIP include those for:
  • streets and roads
  • highways
  • transit
  • safety
  • bridge reconstruction
  • enhancements
  • other programs that receive federal dollars or require some type of federal approval
All FTIP amendments are developed in consultation with the appropriate local, state, federal agencies, the BCAG Transportation Advisory Committee (TAC) and BCAG Board.

2004 FTIP AmendmentsTop of Page

6/08/06    FTIP Amendment 21 (Administrative).  The purpose of this amendment is to perform a technical correction for a project previously amended into the FTIP.  BCAG inadvertently entered the programming data into the wrong component for the City of Chico's Local HBRR Project.  No other changes were made. 4/25/06   FTIP Amendment 20 (Formal).  The purpose of this amendment is to amend existing CMAQ projects and to program 1 new CMAQ project for B-Line Transit and to program 1 new SHOPP project on behalf of Caltrans. Additional CMAQ funding is available as a result of statewide obligational authority becoming available on June 1, 2006.  
02/28/06 FTIP Amendment 19 (Formal). The purpose of this amendment is to adjust HBRR funding data for the Lump Sum group of bridge projects and to program a new HBRR project on behalf of the City of Chico. 02/16/06 FTIP Amendment 18 (Administrative). The purpose of this amendment is to move all TEA 21 Demo funds into the right of way component in the same 2005/06 FFY and to adjust the RIP funds to account for the state match requirement.  The overall cost of the project does not change. 1/26/06 FTIP Amendment 17 (Formal). The purpose of this amendment is to identify new federal funding as a result of SAFETEA-LU for two projects in Butte County on SR 70 @ Georgia Pacific Way and for Forest Highway 171.  This amendment also modifies the current programming for Caltrans' SR 99 Rio Bonito SHOPP Project. 11/04/05 FTIP Amendment 16 (Administrative). Local HBRR Lump Sum.  Moving construction funds from the 2004/05 FFY to the 2005/06 FFY. No other changes were made. 10/25/05 FTIP Amendment 15 (Administrative). Skyway Wagstaff Signalization Project in the Town of Paradise. The purpose of this amendment is to move CMAQ funds from the 2004/05 FFY to 2005/06 FFY and to adjust the right of way costs from $150k to $200k. 8/31/05 FTIP Amendment 14 (Administrative). The purpose of this amendment is to adjust costs for the TE funds for the City of Oroville's SR 70 @ Montgomery St Beautification Project.  The funds were adjusted slightly to match the amount allocated by the CTC. 8/31/05 FTIP Amendment 13 (Formal). The purpose of this amendment is to adjust costs for the FTA 5311 funds for the B-Line that are outside the parameters for administrative amendment and to identify the programming of a new recreation trails program (RTP). 8/31/05 FTIP Amendment 12 (Administrative). The purpose of this amendment is to adjust costs for the FTA 5307 funds for the B-Line and the Forest Highway 119 project. In addition, BCAG exchanged $300k in CMAQ funds back to RIP/STIP funds. 8/02/05 FTIP Amendment 11 (Administrative). The purpose of this amendment is to transfer CMAQ funds from the SR 99 Eaton Rd. Project to the E.1st Ave & Mangrove Signalization Project for FFY 04/05. No other changes were made. 6/29/05 FTIP Amendment 10 (Formal). The purpose of this amendment is to identify a project cost increase for the State Route 149 Project.   The project scope or schedule does not change. The amendment does not change the regional emissions analysis. 5/29/05 FTIP Amendment 9 (Formal). The purpose of this amendment is to re-program previous TE projects that were in the STIP as a "Reserve". CTC approved a STIP amendment to specifically identify the projects. In addition, this amendment programs three SHOPP projects on behalf of District 3. All projects are exempt from a regional emissions analysis. 4/29/05 FTIP Amendment 8 (Formal) - The purpose of this amendment is to revise the local HBRR programming figures on behalf of the County to identify the construction of two projects in the 04/05 federal fiscal year. These project are exempt from a regional emissions analysis. The total cost of the 'lump sum' costs do not change significantly. 3/28/05 FTIP Amendment 7 (Formal) - The purpose of this amendment is for:
1) SR 149 Project – Environmental Mitigation - $5,358,000. IIP funds for the required mitigation need to be moved from a "Prior" fiscal year to the current 2004/05 fiscal year.   A regional emissions analysis was previously prepared for this project as part of the original adoption of the 2004 FTIP. The project schedule and costs do not change.
2) SR 70 @ Georgia Way / Pacific Heights Signalization Project – This project includes installation of a traffic signal and left-turn channelization at SR 70/Georgia Pacific Way.  This amendment is to program $750,000 in SHOPP Minor A funds.  This project is exempt from a regional emissions analysis for air quality. 4/28/05 FTIP Amendment 6 - (Administrative) .  Exchanges existing $300,000 in RIP funds for PS&E to CMAQ funds in the same 2004/2005 FFY for the SR 99 Chico Auxiliary Lane Project. The total project cost does not change. FTIP Amendment 5 - (Administrative) .  Deletes $6,000 in R/W funds and adds them to PS&E. Total cost for the project does not change for the City of Oroville's SR 70 and Montgomery Street Beautification Project (TE Project). 1/27/05 FTIP Amendment 4 (Formal) -  The purpose of this amendment is to add a new CMAQ project previously programmed in the 2002 FTIP on behalf of the City of Chico for the E 1st. Avenue & Mangrove Signalization Project.  In addition, expedited project selection procedures were noticed with this amendment.  Please see above for state approval of these procedures. 12/22/04 FTIP Amendment 3 - (Formal) - The purpose of this amendment is to align the 2004 FTIP with the adopted 2004 STIP and federal programs.  This amendment addresses federal "financial constraint" and ensures consistency between the two programs. In addition, this amendment identifies the HBRR program for new local bridge projects in Butte County.  This financial constraint ensures consistency between the STIP and FTIP through January 2005. Specific Project Changes for Financial Constraint (CTIPS) Printouts "Before and After" for Financial Constraint: The following Highway Bridge Repair and Replacement (HBRR) Program funds for 7 local Butte County bridges are proposed for amendment.  These projects are exempt from a regional emissions analysis. 11/04 FTIP Amendment 2 - (Formal). Programs a new project. Adds the SR 99/162 Signalization Project.  As a result of "freeing" up RIP funds from Amendment #1, the goal is to use RIP funds as the local county contribution for a primarily SHOPP funded project.  Project is subject to CTC approval in the STIP prior to federal approval.
FTIP Amendment 1 - (Administrative) .  Changes the type of funds from RIP to CMAQ for the Town of Paradise's Skyway / Wagstaff Signalization Project.

Public InvolvementTop of Page

Public participation in the FTIP is included via the BCAG Transportation Advisory Committee (TAC). In addition, public participation is provided for all formal amendments through noticed public meetings.
