Campus Facilities Management Services for Butte Regional Transit Operations Center

The Butte County Association of Governments (BCAG) and Butte Regional Transit (B-Line) are seeking proposals from qualified contractors to provide facilities management services for the Butte Regional Operations Management Facility and Butte County Association of Governments (BCAG) Administrative Offices, hereinafter referred to as the “CAMPUS”. 

The Butte County Association of Governments (BCAG) is the owner/operator of Butte Regional Transit (BRT) or the B-Line.  BRT utilizes the services of a contractor to provide drivers, dispatching and maintenance of the BRT day-to-day operations under the oversight of BCAG’s Transit Manager and Transit Operations staff to provide daily fixed route and paratransit services throughout the county and cities.   BCAG currently has two remaining years on a 5 year agreement with Transdev to provide contract services for operating BRT.  BCAG provides the facility and all vehicles, except a few specialty items owned by Transdev.

In September of 2014, construction of a new maintenance and operations facility began adjacent to the existing facility at 326 Huss Lane.  Operations and maintenance of services will continue in the existing facility until substantial completion of the new facility, at which time, the operations will move to the new facility.  Following the moving of the operations to the new facility (expected in the Fall of 2016), the existing facility will begin a remodeling phase.  Upon completion of all construction, including the remodel, BCAG, BRT and the B-Line will all operate out of one campus of buildings at 326 Huss Lane on 10 acres.

Request for Proposals to Prepare the Program Environmental Impact Report for 2016 Update of the Butte County Metropolitan Transportation Plan (MTP) and Sustainable Communities Strategy (SCS)  

The Butte County Association of Governments (BCAG) is seeking proposals from qualified firms to provide services for preparing an Environmental Impact Report (EIR) in accordance with the California Environmental Quality Act (CEQA), for the 2016 update of the Butte County Metropolitan Transportation Plan (MTP) and Sustainable Communities Strategy (SCS). Details concerning the scope of the proposed work and other information pertaining to the requested services are available in the Request for Proposals document posted below.

Proposals are due to BCAG no later than 3:00 PM on April 23, 2015.
No exceptions will be made.

Invitation for Bids - Butte Regional Operation Center - Offsite Construction in Butte County on 326 Huss Drive, Chico, CA 
The Butte County Association of Governments (BCAG) is requesting bids for the above mentioned project. The project consists of the completion of Aztec Drive paving and grading work, which includes the extension of water, sewer, storm drain and utility joint trench. The storm drain work continues beyond the limits of Aztec drive to the new outfall structure in Comanche Creek, an active water way which falls under the jurisdiction of the California Dept. of Fish & Wildlife. The storm drain extension beyond the limits of Aztec drive includes a bore & jack under an active railway spur.

Invitation to Pre-Qualify Contractors for "Butte Regional Transit Operations Center Construction" for the Butte County Association of Governments/Butte Regional Transit
The Butte County Association of Governments (BCAG), seeks to pre-qualify a pool of qualified General Contractors from which to solicit bids for the construction of the new Butte Regional Transit Operations Center project. Firms selected for pre-qualification will be given the opportunity to submit bids for the construction of the Project as described in Article 4 of the RFQ. Subject to the conditions prescribed by BCAG and provided herein, the BCAG is hereby soliciting qualifications for the Project. Selection will be made on the basis of qualifications. The BCAG intends to pre-qualify a group of General Contractors in a timely manner, and solicit construction bids from them shortly thereafter. The new Butte Regional Transit Operations Center, Butte County will be situated in the south end of Chico, CA. The transit center project is sited on approximately 10 acres and is located at the northwest corner of Huss Lane and Aztec Drive. The site is situated in a business park off of Hegan Lane, and near the Union Pacific railroad tracks.

This facility will consist of four new buildings to support the Butte County B-line Regional Transit system. The four buildings are approximately 41,000 square feet total. The structures are single story steel frame on
a spread footing. The buildings are designated Administration / Operations, Maintenance, Fueling Station, Bus Wash. The project includes approximately 300 pieces of contractor furnished and installed maintenance
equipment. The BCAG has established a 7% DBE participation goal for the project. The BCAG anticipates the project to achieve LEED certification.

In responding to this RFQ, all Proposers are required to adhere to all of BCAG requirements provided herein. All Proposers must hold a type B general contractor license from the State of California.
Requests for clarifications or modifications must be submitted to: ANewsum@bcag.org by no later than 4 P.M. four (4) calendar days prior to the due date or Monday, May 5, 2014.
Pre-Qualification Submittals must be received no later than 2 P.M. on Friday, May 9, 2014.
