TDA Triennial Performance Audit


Request for Proposals for Preparation of TDA Triennial Performance Audits for Fiscal Years 2012/13 through 2014/15 of Two Transit Operators for Butte County Association of Governments  

The Butte County Association of Governments (BCAG) is seeking proposals from qualified consulting firms to prepare all technical and analyses necessary to complete the scope of work. Details concerning the scope of the proposed work and other information pertaining to the requested services are available in the Request for Proposals document posted below.

Proposals are due to BCAG no later than 3:00 PM on February 18, 2016.

Q: Can you please clarify the DBE requirement in the RFP. Is a DBE required to be on this project?
A: A DBE is not required on the project. Our overall goal is 12%, however, the consultant does not have to be a DBE.

Butte Regional Transit Operations Center Invitation for Bids - Tenant Improvement Remodel Project 
in Butte County at 326 Huss Drive, Chico, CA 
Description of the work, The Work generally consists of furnishing all labor, materials, equipment, and performing all work necessary and incidental to the construction of the project known as the “Butte Regional Transit Operations Center, Tenant Improvement Remodel”.  Bidding documents contain the full description of the Work.  Bids are required for the entire work described herein.  Contractors are encouraged to contact small businesses and disadvantaged business enterprises for subcontract work that they might otherwise perform with their own forces.
 
Dates to Observe for Bidding:
  • First day of advertisement and plan availability: 8:00 AM December 3, 2015
  • MANDATORY Pre-Bid Conference: 9:00 AM December 15, 2015 at the project site (326 Huss Lane, Chico, CA 95928)

Question: A conflicting statement in the Invitation to Bid has been identified on pages 1 and 3 of 6, regarding the pre-qualification of contractors for bid eligibility. 
Answer: Pre-qualification to bid on this project is not required.This will be formalized in Addendum No. 1 following Pre-Bid conference on December 15, 2015 at the project site.

Question: Do certified SBE’s fall under the category of the DBE goal in this project? If not, which specific certified “groups” do fall under the DBE goal for this project?
Answer:  Not necessarily. Being an SBA does not qualify you alone.  Attached is a PDF to help define how to be classed as a DBE.

Question: Section 00 45 30  page 13 of 16 It says “Lowest, second lowest and third lowest bidders shall submit the following information to document adequate good faith efforts.” Does this mean GFE documents need to be turned in with the bid? Or only after the results are made public of who made up the lowest 3 bids?
Answer: Good Faith Efforts (GFE) is/are due from Lowest, second and third lowest by pm on the fourth business day after opening.
Question: Section 00 45 30 page 13 of 16 it says “The following items are listed in the Section entitled “Submission of DBE Commitment” of the special provision. Where is the “Submission of DBE Commitment”?
Answer:  The form appears on 00 45 30 page 11 of 16.  DBE’s also need to appear in 00 45 30 page 1 of 4 – “Proposed Subcontractor Listing”

Pre-Bid Questions/Clarifications from 12/15/15

Question: Please clarify pollution liability insurance requirements/levels.
Answer: Spec section 00 72 13 page 37 of 82 describes the requirements and lists the limits of Pollution Insurance coverage (which states “ $10,000,000 – Each Pollution Condition and Aggregate Limit). This section also refers to spec section 00 73 16 which also has specific requirements for the Pollution Insurance coverage.

Question: Is the Warranty period one or two years?
Answer: This is stated in spec section 00 65 36 on the first page in paragraphs 2-4. It is called out correctly as 2 years in paragraph 3 and it is called out incorrectly as 1 year in paragraphs 2 & 4. We will correct paragraphs 2 & 4 to state 2 years and will issue this correction as part of the addendum.

Question:Please clarify how to fill out the “Disclosure of Lobbying Activities” if the contractor does no lobbying, in spec section 00 45 30?
Answer: A new form is attached here.  There is a check box at the top for "No Lobbying Activities Performed". Check this box AND fill out and sign lower right hand portion of form.

Question:  Please clarify what equipment will be left behind after BCAG moves out?
Answer:  We can't really be certain.  The specs will be revised to include up to 2 10yd dumpsters. If more is needed we will negotiate that at that time. 

Question:  How top salvage/Package roll up doors?
Answer:  These will become the property of the contractor.  There will be no salvaging of the doors.

Question: Can you add the Bid Question Form to the BCAG website?
Answer:  The form is included here.

Question:Will all the gutters/downspouts be replaced, on both the high roof and low roof?
Answer: Bid both to be replaced.  The low gutters will be inspected.  If they don’t need to be replaced, we change for credit.

 

Campus Facilities Management Services for Butte Regional Transit Operations Center

Negotiation for a 10 year agreement has been completed and executed with Kitchell CEM to begin on December 15th, 2015


Program EIR for 2016 MTP/SCS

Proposals were received from the following firms:

  • De Novo Planning Group

A review of the proposals will be completed by May 8th, 2015.  If needed, interviews will take place the week of May 18-22, 2015.

The Butte County Association of Governments (BCAG) is seeking proposals from qualified firms to provide services for preparing an Environmental Impact Report (EIR) in accordance with the California Environmental Quality Act (CEQA), for the 2016 update of the Butte County Metropolitan Transportation Plan (MTP) and Sustainable Communities Strategy (SCS). Details concerning the scope of the proposed work and other information pertaining to the requested services are available in the Request for Proposals document posted below.

Proposals are due to BCAG no later than 3:00 PM on April 23, 2015.
No exceptions will be made.
