BCAG Project Mapping - Click on the link to be re-directed to BCAG's interactive mapping project where you can find out what and where each specific transportation project is located. These projects are those which are specifically programmed and identified in the Federal Transportation Improvement Program (FTIP) and or the Regional Transportation Improvement Program (RTIP). These would be projects which are programmed by BCAG only.
The projects included in this mapping effort are funded from a number of different sources. Funding sources include the State Transportation Improvement Program (STIP), State Highway Operations and Protection Program (SHOPP), the Congestion Mitigation and Air Quality Program (CMAQ), Highway Safety Improvement Program (HSIP), Highway Bridge Program (HBP) and the Active Transportation Program (ATP).
Post Camp Fire Regional Population & Transportation Study
BCAG is preparing the Post Camp Fire Regional Population & Transportation Study to analyze regional population, housing, employment, and traffic patterns for pre and post Camp Fire time periods. The Study will also update BCAG’s Transit and Non-Motorized Plan (2015) and inform the 2024 Regional Transportation Plan/Sustainable Communities Strategy (RTP/SCS) and various land use, transportation, and housing plans and projects beyond the best available data used in the development of the 2020 RTP/SCS.

In 1988, after several years of planning and studies to determine the best way to develop a four lane highway facility from Sacramento to Chico, the California Transportation Commission (CTC) with support from Caltrans District 3 and BCAG determined State Route 70 would be the focus route to establish the four lane connection. The State Route 70 Corridor Project is a multi-year nearly $400 million investment focused on completing the remaining 27 miles between the cities of Oroville and Marysville. BCAG served as the lead agency for the approval of a California Environmental Quality Act (CEQA) Initial Study/Mitigated Negative Declaration (IS/MND) for the first two segments of improvements. Segment 1 (Ophir Road to Palermo Road) is expected to be under construction in the Spring and Summer of 2019. Segment 2 (Palermo Road to Cox Lane) is expected to be under construction in the Spring and summer of 2020. Paradise Transit Center
The B-Line currently serves the region of Butte County with fixed route and Dial a Ride service. The community of Paradise is the second most utilized destination for service between the cities of Chico, Oroville and the greater Butte County region. In late 2016, BCAG determined a more developed stop or transit center could better accommodate the routes moving to, from, around and within Paradise. In early 2017, BCAG received a Federal Transit Administration (FTA) grant to develop and environmental document (ED), plans, specifications and estimate (PS&E) for a transit center located at Birch St. and Black Olive Drive. The ED and PS&E were completed in March of 2018 and the project awaits a $3.5 million grant for construction from the FTA. Butte Regional Operations Center (BROC)
In 2009 a Grand Jury report indicated the B-Line service was operating out of an undersized and outdated facility not capable of meeting the needs of the transit community. In 2013, BCAG applied for and received approximately $30 million in FTA grant funding for the development and construction of an 80,000 square foot campus on 10 acres to better deliver existing service as well as accommodate for future expansion of the service. In 2014, construction began on the campus of buildings to administer, manage, maintain, fuel and wash all of the vehicles utilized for service delivery. In the Fall of 2016, all construction was completed, including the remodeling of the old 9000 square foot facility to accommodate the BCAG Board of Directors, and the facility put into service. Rental office space in the remodeled building is currently utilized by non-profit community improvement organizations. Currently underway at the BROC is the addition of Solar panels for the purpose of generating 100% of power needed to operate the facility as well as charge electric vehicles expected on campus in the next 5 years.
