The Butte County Association of Governments (BCAG) maintains a regional transportation model, also known as a regional travel demand forecasting model, for the Butte County region. The model is used to develop forecasts for the region's transportation network and to assist in the analysis of regional transportation plans and air quality conformity determinations.
The BCAG transportation model is consistent in form and
function with the standard traffic forecasting models used in the
transportation planning profession. The
model is a three step travel demand forecasting model consisting of Trip
Generation, Trip Distribution, and Trip Assignment and produces forecasts for
daily, AM peak hour, and PM peak hour conditions. In addition, the model is calibrated to
traffic counts for what is conventionally termed a "typical workday", which is
defined as a Tuesday, Wednesday, or Thursday during a week with no holidays and
when schools are in session. The latest model
utilizes TransCAD 4.8 software, which is consistent with many of the models
used by local jurisdictions in California
and Caltrans.
