BCAG is required to adopt a Metropolitan Transportation Plan / Sustainable Communities Strategy (MTP/SCS) every 4 years to identify the region's long range transportation plan for a 20 year minimum horizon.  The 2012 MTP will cover the years from 2012 to 2035.

The MTP serves as the foundation for the development of the short-range Regional Transportation Improvement Program (RTIP) and the Federal Transportation Improvement Program (FTIP).  The MTP can be amended at any time by the BCAG Board of Directors.

The 2012 MTP/SCS contains the following:

  1. MTP Document - including all required components (Policy, Action, Financial and Sustainable Communities Strategy)
  2. Air Quality Conformity Analysis and Determination - demonstrating that the projects in the MTP conform to the applicable federal air quality requirements.
  3. Sustainable Communities Strategy - forecasted development pattern for the region which complies with recent legislation (SB 375).
  4. Environmental Impact Report - complying with the California Environmental Quality Act requirements

The MTP/SCS is scheduled to be adopted by the BCAG Board of Directors on Thursday, December 13, 2012.

Air Quality Conformity Re-Determination for 2012 MTP and 2013 FTIPTop of Page
This notice is being published to provide the public with the opportunity to review and comment regarding BCAG's proposed action for a redetermination of the 2012 Metropolitan Transportation Plan (MTP) and 2013 Federal Transportation Improvement Program (FTIP) Conformity for the 2008 8-hour ozone national ambient air quality standard (NAAQS).

The conformity redetermination reaffirms all applicable conformity findings for the 2012 MTP and the 2013 FTIP and addresses additional emissions analyses and interagency consultation and public involvement required for the new 8-hour ozone standard.

A draft copy of BCAG's emissions analysis and redetermination for the 2012 MTP and 2013 FTIP has been made available here. Hardcopies of the document are also available at each of the Butte County Public Libraries and at the BCAG office.

The BCAG Board of Directors has scheduled a public hearing to receive comments and consider adoption of the redetermination of the 2012 MTP and 2013 FTIP for the 2008 8-hour ozone NAAQS at their regular Board meeting on Thursday, May 23, 2013 at 9:00 a.m. at the City of Chico Council Chambers. PUBLIC NOTICE - Public Hearing to solicit final comments and informing the public of adoption of the MTP/SCS at the December 13, 2013 BCAG Board of Directors meeting.


Public Workshops: 
Each round of public workshops consists of presentations made at each of the following jurisdictions:  City of Chico, City of Gridley, City of Oroville and the Town of Paradise.  While workshops are held, BCAG welcomes the opportunity to receive input in any convenient manner to the public, such as by phone, email, fax, mail, or in person.  Notices concerning the workshops were placed in each of the local newspapers of general circulation as well as the BCAG website.

Round 1 - Outreach Prior to Development (June/July 2010)

Prior to development of the MTP, staff held four public workshops in 2010 throughout the County to educate and inform the public as to what the project consists of and to solicit comments.  Links to the workshop documents and public notice have been posted below.

Round 2 - Draft and Sustainable Communities Strategy Informational Workshops (August 2011)

The purpose of the August 2011 workshops were to present the preliminary draft MTP document completed. In addition, information was presented to educate and inform the public as to what the SCS consists of, the issues and policies choices, and to solicit comments prior to its development.

The purpose of the 3rd Round of workshops will be to present the revised preliminary draft MTP document, including the latest financial element and proposed transportation project listing. In addition, information will presented on the preliminary results of the land use scenario analysis included in the SCS.

The purpose of the 4th Round of workshops will be to present the official Draft MTP/SCS document, containing the draft  financial, policy, action, financial and SCS elements. In addition, information will presented on the Environmental Impact Report and Air Quality Conformity Determination.
