2011 FSTIP       FTIP Development       Amendment       Other FTIP Material
BCAG is responsible for preparing, adopting and submitting a Federal Transportation Improvement Program (FTIP) to Caltrans, the Federal Highway Administration (FHWA), and the Federal Transit Administration (FTA). The FTIP is a programming document that identifies all regionally significant transportation projects and programs for Butte County that will be funded by federal, state, and local funding sources within the short-term horizon. Projects identified in the FTIP include those for:
  • streets and roads
  • highways
  • transit
  • safety
  • bridge reconstruction
  • enhancements
  • other programs that receive federal dollars or require some type of federal approval
All FTIP material and amendments are developed in consultation with the appropriate local, state, federal agencies, the public, the BCAG Transportation Advisory Committee (TAC) and BCAG Board, as required.  Comments or questions regarding the FTIP or any other BCAG planning or programming subject can be directed to Ivan Garcia, BCAG Programming Manager by email at igarcia@bcag.org or by phone at the BCAG offices at 530-879-2468.

Dear Transportation Stakeholder:

 

We are requesting your comments on the Draft 2011 Federal StatewideTransportation Improvement Program (FSTIP).

 

The 2011 FSTIP is a four year (federal fiscal years 2010/11 to 2013/14) statewide intermodal program of transportation projects that is consistent with the statewide transportation plan and planning processes, the metropolitan plans, and the Federal Transportation Improvement Programs (FTIPs). The FSTIP is prepared by Caltrans in cooperation with the Metropolitan Planning Organizations (MPOs) and the Regional Transportation Planning Agencies.

 

The FSTIP/FTIPs contain all capital and non-capital transportation projects or identified phases of transportation projects in the State of California that are proposed for federal funding under Titles 23 and 49 of the United States Code.  In addition, all projects that are deemed regionally significant, regardless of the funding source, are included in the FSTIP. The FSTIP contains a list of rural non-MPO region projects. Projects in MPO regions referenced in the FSTIP are listed in the FTIP documents posted on the respective MPOs' websites as listed in the enclosure.

 

The Draft 2011 FSTIP was released for public review and comment on October 8, 2010. The public comment period closes on October 29, 2010. The web link to the Draft 2011 FSTIP is provided below:http://www.dot.ca.gov/hq/transprog/fedpgm.htm

Amendment #08 Formal.  The purpose of this amendment is to program new projects and modify the programming data in the 2011 FTIP and 2008 RTP for local Butte County projects as described below:

 

Federal Transit Administration Section 5310 Program - This amendment programs the new cycle of FTA 5310 grouped projects for Butte Regional Transit and the Work Training Center as approved by the California Transportation Commission (CTC) for $1,055,888.

 

Local Highway Bridge Program (Grouped Projects) - This amendment primarily updates the programming revenues for the existing projects currently programmed in the 2011 FTIP.  There is no change in the projects with a total revenue change from $42,153,000 to $42,707,000 which is a 1% change.

 

Pearson and Recreation Drive Signalization Project - This amendment primarily updates the programming revenues for the existing projects currently programmed in the 2011 FTIP.  There is no change in the projects with a total revenue change from $1,922,300 to $1,932,648 which is less than 1% change. This amendment programs $10,000 as a new R/W component and supplants local funds in construction for 100% Congestion Mitigation and Air Quality Program (CMAQ) funds. 

 

Federal Demonstration / High Priority Project - State Route 70 Passing Lane Projects (Technical Studies Only). This amendment is a technical correction for the project already programmed in the 2011 FTIP to include in the project description a segment form the Butte/Yuba County line to Marysville. 

 

Chico Downtown Complete Streets Project - This amendment programs an additional $1,479,282 in Congestion Mitigation and Air Quality (CMAQ - $729,282) and local city funds in the amount of $750,000. This project is currently programmed in the 2011 FTIP.

 

Oakdale Heights School Safe Routes to Schools Project. This amendment programs a new Safe Routes to Schools project for $1,011,500.  The scope of this new project is to construct sidewalks, curb and gutter improvements, ADA and crosswalk improvements.

State Highway Operations and Protection Program (SHOPP) Roadway Preservation Grouped Projects - This amendment adds a new project to the "Gouped Listing" for State Route 70 at .1 mile east of Palermo Rd to .4 mile east of Garden Drive.  The scope of the project is to rehabilitate the roadway for $12,494 million in FY 11/12.


The BCAG Board of Directors is scheduled to approve this amendment at their regular Board meeting on January 26, 2012 at 9:00 a.m.
and take place at the Oroville City Hall Council Chambers at 1735 Montgomery Street in Oroville. Amendment #07 - Formal. The purpose of this amendment is to program new projects and to modify the existing programming information for various projects as described below.

1. Public Lands Highway Discretionary Program (PLHD) - Forest Highway 171. This amendment supplants local funds with federal PLHD funds in the amount of $3,577,100. The purpose of this project is to reconstruct FH 171 between the communities of Inskip and Butte Meadows.  This project is currently programmed in the FTIP. Funding for this project will be programmed in the 2010/11 federal fiscal year.
2. Federal Demonstration / High Priority Project - State Route 70 Passing Lane Projects. This amendment programs $2,742,415 in federal demonstration funds for the preliminary engineering component for new passing lane projects on SR 70 South of Oroville in the 2011/12 fiscal year. These projects have been included in BCAG's latest regional emissions analysis adopted by BCAG on April 28, 2011 and approved by FHWA on May 18, 2011 for the Regional Transportation Plan and 2011 FTIP. Specific work activities will primarily consist of developing the Project Study Report/Project Initiation Document (PSR/PID) as required prior to programming the environmental component.

3. Public Transportation Modernization Improvement and Service Enhancement Account (PTMISEA)
- Butte Regional Transit Operations Center. This amendment programs $1,717,305 in state transit bonds for the Preliminary Engineering component in the 2011/12 fiscal year.  The scope of the project is to construct B-Line's operations and maintenance facility.  
4. Federal Transit Administration Jobs Access Reverse Commute / New Freedom (JARC/NF). Mobility Management.  This amendment programs $91,260 in FTA JARC/NF funds and $22,815 in local match funds for a total project cost of $114,075 in the 2010/2011 fiscal year. The purpose of the project is to improve access of low and moderate income individuals to available transportation services and to other human services and community resources in Butte County by creating a mobility management system.
 
5. State Highway Operations and Protection Program (SHOPP) Collision Reduction Program - State Route 99 at Neal Rd Intersection This amendment programs $1,435,000 to install a new traffic signal in the 2011/12 fiscal year.

The projects described above except the SR 70 Passing Lane Project are exempt from a regional emissions analysis per EPA's Transportation Conformity Rule Section 93.126 Table 2.  The SR 70 Passing Lane Project has already been included in the current regional emissions analysis for the 2008 RTP and 2011 FTIP which was last adopted by BCAG on April 28, 2011 and approved by FHWA on May 11, 2011 and therefore does not warrant a new regional emissions analysis.

Amendment #06 - Administrative Modification. The purpose of this amendment is to advance HSIP funding for the "Grouped Project" listing. In particular, for the Lincoln Blvd. from Elgin St to Arnold Ave project which installs raised concrete medians with curb ramps and left turn pockets as well as constructs a pedestrian refuge area.  HSIP funds were originally programmed in the 11/12 FFY and have been advanced per Caltrans to the 10/11 FFY. Total cost did not change. No other changes were made.  Advancing this project is in accordance with BCAG's "Expedited Project Selection Procedures" EPSP.

Amendment #05 - Administrative Modification.  The purpose of this amendment is to:
1. Update the Local Highway Bridge Program listing for "Grouped Projects" for a local Butte County Bridge
2. Advance the Butte Regional Transit Center Project from FFY 13/14 to FFY 10/11 and increase the CMAQ funding for the project from $1.5 million to $1.8 million (20%).
3. Update the Caltrans SHOPP Bridge Preservation "Grouped Projects" for the purpose of adding two new projects in Butte County

Amendment #04 - Formal.
 
The 2011 FTIP/Amendment #4 and 2008 RTP/Amendment #9 amends the FTIP and RTP to include three (3) new federally funded projects which were not included in the 2011 FTIP and 2008 RTP. The projects are as follows:

Highway Safety Improvement Program (HSIP) - Skyway Rd between the city limits of Chico and Paradise. The purpose of this project is to install edge line rumble strips, concrete median barrier, and speed feedback signs. The total cost for this project is $711,200. This project will be programmed for the 2013/14 federal fiscal year. This project is exempt from a regional emissions analysis for air quality conformity based on its status as a safety project, funded from HSIP, under EPA's transportation conformity regulations (40 CFR 93.126).

Local Highway Bridge Program (HBP) - This amendment adds the following two (2) local bridge projects:
• Central House Rd over Wyman Ravine Bridge .2 miles east of State Route 70. The scope of the project is to replace the existing 1 lane, 2-way, structurally deficient bridge with a new 2 lane bridge. The total cost is $340,000
• Guynn Rd over Lindo Channel just north of W Lindo Ave Bridge. The scope of the project is to replace the existing 1 lane, 2-way, structurally deficient bridge with a new 2 lane bridge. The total cost is $477,000. Both bridge projects area considered not regionally significant and non-exempt under EPA's transportation conformity regulations.

Since the 2011 FTIP/Amendment #4 and 2008 RTP/Amendment #9 does not include any new regionally significant non-exempt projects beyond those included in the 2008 RTP, and the new non-regionally significant projects have been modeled in the appropriate horizon year using the latest planning assumptions, the conformity rule allows for the reliance on a previous regional emissions analysis for conformity determinations on FTIPs that are consistent with the RTP (40 CFR 93.122(g)). Therefore, BCAG is relying on a previous regional emissions analysis, which was prepared for the 2008 RTP and 2011 FTIP, as the basis for the 2011 FTIP/Amendment #4 and 2008 RTP/Amendment #9 Conformity Determination. The latest regional emissions analysis is included in the report "Air Quality Conformity Analysis and Determination for the 2011 Federal Transportation Improvement Program and 2008 Regional Transportation Plan", which was approved by FHWA/FTA on December 14, 2010.

The BCAG Board of Directors is scheduled to approve this amendment at their regular Board meeting on April 28, 2011 at 9:00 a.m. and take place at the City of Chico Municipal Building, Council Chambers at 421 Main Street in Chico. 2009/10 Federal Fiscal Year Obligation Report
-  This report identifies each specific project that was obligated during the 2009/10 federal fiscal year which began on October 1, 2009 and ended September 30, 2010.  This report summarized how much federal transportation funding was invested in Butte County.  Projects included are for each of the cities, Butte County, BCAG and Caltrans District 3.  All projects are located in Butte County.   Questions regarding the report can be directed to Ivan Garcia, BCAG Programming Manager at 530-879-2468 or by email at igarcia@bcag.org.
