New federal transportation regulations require Metropolitan Planning Organizations such as BCAG to adopt a plan to provide the public with opportunities to be involved in the transportation planning process. In response to SAFETEA-LU regulations, the development of a Public Participation Plan has been completed. One goal of the PPP is to invite participation from a broad range of groups and individuals in the 2008 RTP and other BCAG plans and programs with the development and decision-making process.

Amendment #08 - The
purpose of this amendment is
to ensure consistency between the 2008 RTP and the 2011 FTIP through
amendment #03. This amendment updates the State Highway Operations and Protection Program (SHOPP) Grouped Project listing and the Local Highway Bridge (HBP) Grouped Project listing. This amendment is exempt from a regional emissions analysis for air quality conformity.

Amendment #03 -
The purpose of this amendment is
to ensure consistency between the 2008 RTP and the 2009 FTIP through
amendment #11. This amendment includes amending existing Congestion Mitigation and Air Quality funded projects primarily in the 2009/10 fiscal year and updates the State Highway Operations and Protection Program for one Caltrans maintenance project.as follows:
- SR
99 Chico Auxiliary Lane Project
- As a result of design changes needed to complete the entire project an
additional $442,650 in CMAQ funds is needed.
- Pearson
Rd Park and Ride Lot
- The amendment would program $330,000 in CMAQ funds in the 2009/10 fiscal
year to complete the entire project.
- Pearson
/Recreation Traffic Signal
-This request changes the original programming commitment from $1.2
million to $1.7 million for the entire project.
- State
Route 32 Maintenance Seal Coat Project - From Humbodt Rd to
Forest Ranch. This amendment programs $2,171,000 in SHOPP funds to
complete the Seal Coat Project.

The purpose of this amendment is to ensure consistency between the 2008 RTP and the 2009 FTIP through amendment #08. This amendment includes updating Table 6-5 of the RTP to include Forest Highway 119; updating Table 6-8 for the Neal Rd Signalization Project which is locally funded; creating a new table called Table 6-3X ARRA to reflect the American Recovery and Reinvestment Act projects and funding. This amendment does not require a new regional emissions analysis.

Amendment #01 - The purpose of this amendment is to ensure consistency between the 2008 RTP and the 2009 FTIP through amendment #06. This amendment includes updating the RTP for the administrative and formal amendments identified for the 2009 FTIP. Specific project information can be found at the BCAG webpage for the 2009 FTIP. This amendment includes programming new American Recovery and Reinvestment Act (ARRA) funded projects for local streets and roads, highways and transit for Butte County. All projects are exempt from a regional emissions analysis for air quality conformity.

CALTRANS LAUNCHES THE CALIFORNIA TRANSPORTATION PLAN 2035 WEB PORTAL
The California Department of Transportation (Caltrans) announced the launch of a new interactive Web portal, http://www.californiatransportationplan2035.org for the development of the California Transportation Plan 2035. The plan is a statewide, long-range transportation plan that is updated every five years, and will be completed in September 2010. It includes goals, policies, and strategies to achieve a collective vision for California's future transportation system.
Public input into this plan is vital and the Web portal is an easy location for Web users to receive information and provide feedback to Caltrans. The site features continually updated information on the progress of the Plan's development, a calendar of events that will take place around the State, opinion polls, feature articles, and background information, including tools to help facilitate collaborative planning with other agencies. Web portal visitors will be able to search the site, sign up for automatic email updates or RSS feeds, submit comments, and view comments of other visitors.
