The Butte County Association of Governments has established a Disadvantaged Business Enterprise (DBE) Program in accordance with Title 49 Code of Federal Regulations (CFR), Part 26. BCAG receives federal financial assistance from the U.S. Department of Transportation (FTA) and, as a condition of receiving this assistance, BCAG has signed an assurance that it will fully comply with Title 49 CFR, Part 26. These regulatory provisions and BCAG’s DBE Program apply to all of BCAG’s FTA-assisted contracts.
BCAG is required to submit a goal-setting methodology on a three-year cycle as well as an annual review to account for changes that may warrant an adjustment to the overall goal based on changed circumstances.
BCAG completed their first adjustment in August 2016 to an overall DBE goal of 1.10% based on new contracting opportunities and the market area.
Revision #1 will be proposed for adoption by the BCAG Board of Directors at their September 22, 2016. Comments regarding the goal will be taken throughout the year. BCAG's next DBE goal and methodology submission is due to FTA on August 1, 2017.
